Set in 1994, "Who'll Stop the Rain" immerses viewers in a Taiwan navigating its post-martial law reality amidst fiery student protests. Fine Art freshman Wei passionately joins her department's strike, demanding the fundamental right to freedom of expression. This campaign directly challenges a power-hungry Head of Department and a university prioritizing obedience. Wei rapidly ascends within the campaign committee, collaborating closely with the charismatic Guang and the enigmatic Qing. As the fight for creative freedom ignites, personal desires also spark, fostering a strong connection between Wei and Qing. Yet, when the strike reaches an impasse and Guang also reveals romantic interest in Wei, she faces a crucial realization. Wei discovers that her battle for artistic liberty is, in fact, a deeply personal journey of self-discovery, ultimately revealing her true self and the person she truly loves.
