The film "Hagoku" plunges into the intense world of Sakuma Seitaro, a notorious inmate with a history of daring prison breaks. One June night in 1942, Sakuma executes a brilliant escape from an isolation cell in Akita Prison, his act of defiance even reaching the ears of Urata Susumu, a revered former chief warden of Kosuge Prison. Urata is the only official who ever treated the dangerous Sakuma with kindness, leading the escapee to a surprising submission to his authority.

However, three months after his breakout, Sakuma unexpectedly appears at Urata's home, seeking to voice complaints about the inhumane conditions and officers at Akita. During a vulnerable moment, Urata contacts the police, resulting in Sakuma's re-arrest. A year later, Sakuma is transferred to Abashiri Prison. In a remarkable twist of fate, Urata is also ordered to transfer there, assuming the role of the prison's new chief warden, setting the stage for their inevitable reunion and a profound exploration of their intertwined destinies.
