As the eccentric locals eagerly await a visit from the Prime Minister, who plans to award them for their excellence in procreation, a scandal-ridden newspaper reporter named Kazuya Mizuno arrives. Exiled to this quiet town, Mizuno expects nothing of note to happen. However, he soon develops a deep fixation on Teruko, a mesmerizing widowed bar owner in her thirties.
