The movie is set in Shanghai during the early Republican era. The Last Tycoon follows Cheng Daqi, a young fruit stall worker who travels to the city in search of a new life. He meets Hong Shouting, a powerful police chief and triad boss. Recognizing his potential, Hong Shouting's wife, Ling Husheng, convinces her husband to let Cheng Daqi join them. Cheng Daqi quickly rises through the ranks of the Shanghai underworld to become an influential triad boss himself. While Bao falls in love with him, his heart belongs to his missing childhood friend, Ye Zhiqiu. Years later, Cheng Daqi has become the most notorious and powerful tycoon in Shanghai, even surpassing Hong Shouting. However, he finds himself caught between the invading Empire of Japan and the crafty secret service leader Mao Zai. Amidst this dangerous conflict, Cheng Daqi reunites with Ye Zhiqiu, only to realize she is now married to another man.
