In January 1968, after a failed North Korean assassination attempt on South Korean President Park Chung-hee, a secret retaliatory project is born. General Jaehyun recruits thirty-one social outcasts and death-row criminals, including Inchan, Sangpil, and Wonhee, into the covert Silmido Special Unit. Stationed on Silmido island, these men endure hellish, inhumane training to become elite killing machines. Promised a new lease on life, their ultimate patriotic mission is to infiltrate the North and assassinate President Kim Il-sung. However, when their highly anticipated mission is suddenly cancelled, the men are left stranded in psychological torment. As political relations shift in 1970 with a new peacemaking movement between the North and South, the government decides to erase its mistakes. To bury the classified project forever, the head office orders the complete demolition of the Silmido Special Unit, forcing these trained human weapons to face their ultimate, tragic betrayal.
