Set in the vibrant world of 1930s Hong Kong, the classic film Rouge tells the tragic love story of Fleur, a beautiful and detached performer known as the blue angel in local flower houses and bordellos. Fleur falls deeply in love with Twelfth Master Chan, the wealthy heir to a chain of pharmacies. Unable to be together in life, they agree to a tragic suicide pact. Jump ahead fifty years to modern Hong Kong, where Fleur's ghost returns to the living world. Desperate to find her lost lover, her spirit appears in Yuen's newspaper office wanting to place an advertisement to locate Chan, who never arrived in the afterlife. Intrigued by the mysterious visitor, Yuen and his equally bewildered girlfriend An Chor are deeply captivated by Fleur and her haunting story.
