Ma Defu emerges as a central figure, tirelessly working to mobilize and persuade villagers to settle in the harsh new environment, striving to make them stay. A significant turning point arrives in 1966 with a strategic East-West counterpart cooperation, pairing Fujian with Ningxia for poverty alleviation.

Fujian experts introduce innovative mushroom cultivation, enabling the villagers to earn their first substantial income. Following this, focused efforts are made to secure markets for their produce and promote labor export, creating opportunities for villagers to work in Fujian. As comprehensive poverty alleviation policies flourish, Minning Town begins its remarkable transformation. Zhang Shucheng takes the helm as Secretary, advancing critical water pumping projects, boosting labor services, and attracting further investment. Minning Town is thus revitalized, welcoming more migrants and embodying a new lease on life.
