Set during the dark age of British-ruled Hong Kong, the crime drama I Corrupt All Cops exposes a notorious empire of graft. Chinese Chief Inspector Lak, alongside his corrupt gang consisting of Unicorn, Gale, and Gold, launders massive sums of money while ruling the police force. To maintain their power, Unicorn frames innocent victims like Bong for unsolved crimes. However, internal conflicts arise when Lak is caught having an affair with Unicorns mistress Natalie, leading to Unicorns demotion. Meanwhile, Gale deals with his complex personal life involving his loyal wife Lily and his obsession with the female drug lord Rose. In the early 1970s, the Governor of Hong Kong establishes the ICAC, led by Yim, to clean up the corrupt force. Seeking justice, Bong and Unicorn join the ICAC. Despite facing extreme violence and intimidation, they bravely fight to dismantle the empire of graft from within.
