The plot begins in the 580s with the conquest of the Chen dynasty by the Sui dynasty under Emperor Wen. It spans decades of political upheaval, concluding in 758 with the return of Emperor Xuanzong to Changan near the end of the An Lushan Rebellion.

The story weaves three main narrative threads. The first focuses on the inner palace politics of the late Sui dynasty, centered around Emperor Yang and his concubine Zhu Guier. The second storyline follows the rise of legendary heroes like Qin Shubao, Shan Xiongxin, Cheng Yaojin, and Xu Maogong as they overthrow the Sui dynasty.
