In Hanchou ~ Keishichou Azumi-han 6, Azumi Tsuyoshi transfers to the Tokyo Metropolitan Police Department to lead the newly formed Special Investigations Unit. Created under Kawaguchi Sotaro, this unit is treated as a mere subcontractor by the First Investigative Division. Mayama Toko, the division's strict first female head, views the unit with deep suspicion and threatens to disband them at their first mistake.

Before Azumi even takes charge, his eager team members, including Ozaki Makoto, Yuki Saori, and Koike Tatsuya, attempt an unauthorized stakeout of a smuggled guns transaction at a stadium carpark. The operation goes horribly wrong when Saori is taken hostage while trying to save a young girl. As the situation escalates into a high-stakes hostage crisis reported live by CNC TV newscaster Nishimori Naoko, Azumi arrives at the chaotic scene.
