In Tokyo, about 150000 illegal entrants live in poor conditions without being recognised as refugees. To protect themselves, they establish a secret organization operating entirely outside of official systems. This underground community runs its own bank, bypassed by the Japanese Financial Services Agency, and an unauthorized hospital completely separate from the Japanese Ministry of Health Labour and Welfare. Enforcing order within this shadow world is the Dias Police. The only police officer in this organization is Saki Kubozuka, played by Shota Matsuda.
