Set in Joseon in 1793, Detective K receives a secret order from King Jeongjo to investigate a series of mysterious murders suspected of being a government conspiracy. When Detective K discovers a jailed governor killed by a metal needle coated with Wolfsbane, he is framed for the crime. Fortunately, a dog fancier named SeoPil helps him escape prison. King Jeongjo then demotes and reassigns Detective K to Jeokseong, the region where the Wolfsbane flower blooms, under the guise of investigating a widow's suicide. In Jeokseong, Detective K and SeoPil cross paths with the powerful merchant Han KaekJu. They begin to suspect that Han KaekJu and Minister Lim are embezzling taxes to bribe politicians. As Detective K digs deeper, he realizes that the widow's death and the grand political conspiracy are dangerously connected.
