Control Hanzai Shinri Sousa follows Detective Rio Segawa, played by Nao Matsushita, from the Oimachi Police Precinct. After chasing a criminal for a month, Rio is shot and sidelined. Two months later, she returns to the force and transfers to the Tokyo Metropolitan Police's Violent Crimes Division. Immediately upon her arrival, a random street attack forces detectives Kei Teranishi, Mikiya Iwasaki, and Masato Eto to rush to the scene. Left behind, section head Shoji Koitabashi and Kozo Sugiura order Rio to Ryonan University to pick up her new partner, psychology professor Jun Nagumo, played by Naohito Fujiki. When Rio arrives, she is shocked to find Nagumo using footage of her own shooting, which he obtained from a police acquaintance, to lecture on human behavioral psychology. This unexpected meeting sparks a unique collaboration in solving complex crimes.
