In the action-thriller Bullet and Brain, the underworld is thrown into chaos when the godfather, known as the Principal, is betrayed and murdered by his own adopted henchman, A Yi. To legitimize his power and partner with south ocean big shot Zhong Fuguo, A Yi must obtain a legendary card representing the gang's leadership. However, the dying Principal passes this crucial card to his spoiled granddaughter, Xiao Yu, making her A Yi's prime target.

As A Yi hunts her down, two of the Principal's loyal old friends, the dead shot and the resourceful man, return to protect her and avenge their fallen ally. Meanwhile, inexperienced young cop Ciao Fei is assigned to guard Xiao Yu. A deadly battle of wits and courage erupts between the ruthless gang, the protective duo, and the police. The stakes rise even higher with the mysterious arrival of Zhong Shengyi, the son of the south ocean big shot, leading this intense war between good and evil toward a completely unpredictable and weird end.
