Furious over the defeat, Inspector Cheung disobeys direct orders and pursues the bandits into a residential apartment building, where they take a family hostage. As a massive police force surrounds the building, media-savvy Commissioner Rebecca Fong establishes a command center, prioritizing the department's public image over the immediate threat. To regain public trust, the police begin broadcasting edited, heroic video clips to the media. However, this public relations war backfires. Inside the barricaded apartment, the criminals simply turn on the television, using the live news updates to monitor the tactical movements of the police and stay one step ahead of their pursuers at every turn.
